To effectuate the policy described in section 1 of this order, all relevant executive departments and agencies shall partner with States and the private sector to vigorously rebuild, expand, permit, and modernize data collection. All such agencies shall eliminate unnecessary restrictions that harm our coastal economies, burden charter fishing businesses, and limit public access to our marine resources.
